Over 600 electric vehicle (EV) charging points will be set up across 200 public car parks in the next 12 months, authorities announced on Friday (Sept 3).

This announcement was made by the Land Transport Authority (LTA) and Urban Redevelopment Authority (URA) as they revealed the winners of a pilot public tender to build and operate such infrastructure.

A ComfortDelGro consortium was one of two winners in the pilot tender. ComfortDelGro Engineering and its consortium partner ENGIE South East Asia, will set up EV charging points at public car parks in the central, west and east regions of Singapore.

For car parks in the north and north-east regions, the tender was awarded to Primech A&P and its consortium partners Charge+, Sunseap Group, and Oyika.

Charging points at public car parks

The charging points will be located at car parks at public housing and industrial estates, public parks, community centres, and the Central Business District.

This is set to significantly increase the number of EV charging points across Singapore.

The latest announcement ties with the country’s national target to deploy 40,000 charging points in public car parks by 2030.

Sustainable business model, competitive charging rates

The tender outcome was based on the evaluation of price and quality, LTA and URA said. The authorities took into account price and non-price attributes of the tenders, in an attempt to ensure the best value for Singapore and customers.

According to the authorities, ComfortDelGro and Primech A&P had “competitive” charging rates and a “sustainable” business model.

A “complete suite of services” was also offered, including the installation, operation and maintenance of EV charging infrastructure, as well as trialing solutions to optimise available electrical load and address usage issues.

The authorities note that it is critical for the government to partner with the private sector to build up a comprehensive and accessible charging network. They note the “keen industry participation in this pilot tender” and how it demonstrates “strong interest by the private sector to play a part in shaping Singapore’s EV landscape”.
